Secret. Canton situation. Your telegram of the 26th September has been carefully considered but it is clear that you are not in a position to give any encouragement to Chinese Merchants to make loans to Chen Kwing Ming. As you are aware His Majesty's Government have throughout the present troubles followed the policy of withholding pecuniary assistance or promises of such assistance from parties or individuals in China. His Majesty's Government adhere to this policy which regent developments have justified. In these circumstances your proper course to adopt will be to inform merchants who approach you that any loans which they may care to make to Chen Kwing Ming are

no concern of His Majesty's Government.
